Prior to joining TAM, Brooks served as a law clerk to the Honorable Elizabeth Starrs in the civil division of Denver District Court. His experience clerking primarily involved matters couched in tort, contract, and employment law.

During his clerkship, Brooks researched and drafted orders on dispositive motions and various pre- and post-trial motions, including qualifications of expert witnesses, quashing evidence, and answering questions of law prior to trial. Additionally, because Denver District Court serves as the appellate court for state agencies, Brooks researched and drafted a significant number of opinions in various administrative matters.

His experience clerking also involved assisting with trial management on numerous jury trials in which he compiled and finalized instructions and verdict forms as part of the official record of actions.
